You can run your own sale in Dubai. What you cannot do is advertise it alone. Every public listing needs a signed Form A with a RERA registered brokerage and a Trakheesi permit issued against that brokerage licence.

What Dubai law requires
Four rules govern advertising a property for sale in Dubai. They apply whether a brokerage runs your sale or you do.
Form A
The Dubai Land Department seller agency contract between you and a RERA registered brokerage.
What it means for you: Signed digitally through Dubai REST. Nothing can be advertised before it exists. It sets your price, the fee and the term.
Trakheesi permit
A per advertisement permit number issued by Dubai Land Department through the Trakheesi system.
What it means for you: The number must appear on every listing and every portal. Advertising a Dubai property without one carries fines for the advertiser.
Three broker cap
An owner may appoint a limited number of brokers at the same time on a non exclusive basis, commonly three.
What it means for you: Each appointment needs its own Form A and its own permit. Beyond that, further listings of the same unit are refused.
Removal on sale
Once the unit is sold, withdrawn or the permit expires, the advertisement must come down.
What it means for you: We cancel the permit and pull the listing from every portal the same day, which keeps your record clean for the next transaction.
