The short answer
Dubai Maritime Authority’s foreign visiting yacht sailing permit is valid for six months, with conditional renewal. Departure from the Emirate’s waters cancels the permit under the published service wording, so a winter itinerary needs more than a marina booking. At Dubai Harbour, the maritime agent must schedule customs inspection 12 hours before arrival.

Six months does not mean unrestricted re-entry
The live Dubai Maritime Authority service describes a six-month sailing permit for a foreign visiting yacht. Renewal for the same period is conditional on valid supporting documents and insurance and on the authority’s stated stay-in-UAE-waters condition. Put the renewal date and insurance expiry into the captain’s operating calendar; do not assume renewal happens automatically.
The same service says departure from the waters of the Emirate cancels the permit and a fresh application is required on return. That matters if a Dubai winter base includes cruises elsewhere. The English wording also refers to UAE waters in its renewal condition. Obtain a written itinerary-specific answer from the authority before treating an inter-emirate trip as either harmless or automatically disqualifying.
Navigation permission and permission to operate a vessel commercially are separate. The service describes a six-month operating permission too, but it includes a particular new-application provision referring to 180 days after the first permit’s expiry. That wording is not a routine grace period. A private winter stay must not be presented as permission to offer charters.

The first arrival: plan around the 12-hour customs step
Dubai Harbour asks the maritime agent to schedule customs inspection 12 hours before arrival. The operator also tells all crew and passengers to stay aboard until clearance, with pets and items remaining aboard too. This is a Harbour procedure, not a universal rule for every UAE port.
The vessel’s entry file should reconcile registration, ownership, insurance, marina or anchorage arrangements, itinerary and the crew/passenger manifest. Dubai tourism’s official process guide rejects initial or provisional foreign-craft registration in its checklist. That is legacy guidance: use it to prepare the file, then reconcile it with the live service and the agent’s current requirements.
A six-month navigation permit does not determine a crew member’s visa validity. Nor does it establish customs temporary-import treatment for the vessel. Ask the agent to return three separate answers: vessel navigation approval, customs admission and immigration status for each crew member. It is much easier to resolve these before sailing than while a cleared berth is waiting.

Berth, anchorage and winter budget are not the same thing
Official Dubai tourism anchorage guidance describes a maximum six-month long-term anchorage period for foreign yachts. It asks for coordinates and duration, avoidance of restricted areas and permission for privately managed waters. This older guidance is not a right to anchor beside any beachfront residence. Confirm its present application with Dubai Maritime Authority.
The useful budget separates the marina contract, agent and authority charges, power and water, waste, provisioning, maintenance, crew costs and insurance. Published permit duration gives you a planning horizon; it does not establish an all-in seasonal bill. Obtain the berth and service quote for the yacht’s actual length and winter dates.
Keep the home brief linked to this operating plan. If the owner wants Palm Jumeirah, test the journey to the selected berth and the crew’s access separately. An impressive waterfront address is not useful if daily provisioning and transfers do not work. Arrange a backup berth or itinerary decision-maker before the seasonal contract is signed.

Compare the complete seasonal cost
A berth quote is only one part of the budget. Request the terms for shore services, waste handling, provisioning, contractor access and any planned maintenance. Ask the insurer to review the itinerary and intended use, including any relevant conditions of cover.
Build a line-by-line seasonal budget from the written responses. Mark confirmed quotes, contingent charges and unresolved items separately. The practical next step is a captain-led brief that can be put to the right parties.

Avoid the gaps between separate suppliers
A seasonal stay can look organised because every supplier has answered its own question. The remaining risk is the gap between those answers. Who confirms that the berth is ready when the yacht arrives? Who updates the entry enquiry if the itinerary changes? Who tells the insurer that the intended activity has changed? Assign those connecting tasks explicitly.
Before departure, hold a coordinated review with the captain and the owner’s office. Read through the vessel, crew, berth and insurance files together. Separate confirmed arrangements from provisional bookings and list the conditions that must be closed before travel. This is an operating review, not simply a collection of invoices.
If a Dubai home is part of the plan, describe the practical link to the yacht. Consider provisioning from the house, guest transfers and the responsibilities shared between the household and crew. Keep the owner’s preferences in one brief so that property access, transport and yacht arrangements are not designed independently.
A good winter plan remains useful when circumstances change. Record who can approve a new departure date, alternative berth or unexpected work, and how the updated decision reaches every affected party. That coordination is more valuable than an unsupported headline about how easy a seasonal stay will be.
