The short answer
At an assumed 10,000 kWh a month, DEWA’s published residential slabs and October 2026 electricity surcharge produce AED 3,969 a month including energy/fuel VAT, or AED 47,628 for twelve identical months. That is an electricity example, not the total cost of a mansion. Water, municipality charges, staff, community fees, pool, garden, insurance and maintenance remain separate.

A worked electricity bill you can check
DEWA residential electricity is charged in monthly blocks: the first 2,000 kWh at AED 0.23, the next 2,000 at AED 0.28, the next 2,000 at AED 0.32 and consumption above 6,000 at AED 0.38 per kWh. The published October 2026 fuel surcharge is AED 0.06 per kWh. The surcharge can change, so a twelve-month projection using it is an explicit constant-rate scenario, not a forecast.
Assume 10,000 kWh in one month on one residential account. The base charge is AED 460 + AED 560 + AED 640 + AED 1,520 = AED 3,180. Fuel adds AED 600. Applying 5% VAT to those energy and fuel lines gives AED 3,969. Twelve identical months give AED 47,628. The consumption is chosen to demonstrate billing; it is not a measured average for a Dubai mansion.
This example excludes meter service charges and their applicable VAT, water, housing and sewerage lines, district cooling, community charges and every household contract. Do not present AED 47,628 as an annual villa budget. Use the selected home’s twelve-month consumption history, occupancy and equipment information to replace the illustrative usage.
| Monthly scenario component | Rate per kWh | Charge |
|---|---|---|
| First 2,000 kWh | AED 0.23 | AED 460 |
| Next 2,000 kWh | AED 0.28 | AED 560 |
| Next 2,000 kWh | AED 0.32 | AED 640 |
| Remaining 4,000 kWh | AED 0.38 | AED 1,520 |
| Fuel on 10,000 kWh | AED 0.06 | AED 600 |
| Energy + fuel + 5% VAT | Scenario total | AED 3,969/month |

Water and housing fees: two very different billing bases
DEWA’s published residential water base slabs are the first 27 cubic metres at AED 7.70 per cubic metre, the next 27 at AED 8.80 and usage above 54 at AED 10.12. An assumed 60 cubic metres produces 27×7.70 + 27×8.80 + 6×10.12 = AED 506.22 in base charges. Fuel surcharge, VAT, meter and other bill lines are excluded from that figure; the current water surcharge was not established in this review.
DEWA’s bill explanation describes housing fees as 5% of annual rent, collected in twelve instalments. If a confirmed chargeable annual rent or rental assessment is AED 1 million, the arithmetic is AED 50,000 a year or about AED 4,166.67 a month before billing rounding. That is not 5% of the home’s purchase price, and AED 1 million is an example, not an official assessment of a mansion.
Confirm the municipality’s applicable assessment and exemptions for the actual home. A AED 30 million purchase price cannot be inserted directly into the housing-fee calculation. Likewise, irrigated gardens and pools can drive water use independently of occupied bedrooms. Read the water and electricity history separately.

What an annual cost sheet still needs
A useful cost sheet has two columns: evidenced recurring amounts and items awaiting a property-specific quote. Ask for the approved community charge schedule, a full year of utilities, insurance schedule, staff employment costs, pool and garden contracts, maintenance scope and equipment ages. Do not use a percentage of purchase price as a substitute for these records.
Staff costs include more than monthly pay. UAE domestic-worker guidance includes paid weekly rest, at least 30 paid leave days and a home ticket every two years. That affects replacement cover and the operating budget. No official market salary table for a private chef or house manager was established, so those lines need role-specific proposals rather than invented ranges.
Keep major AC replacements, waterproofing, refurbishment and furnishing outside normal annual operating expenses. A condition survey and warranty file tell you more about likely works than the asking price. For an unoccupied season, do not apply a blanket percentage discount: community contracts and staffing obligations can continue while consumption changes.

Staffing is a service plan, not just a headcount
List the roles you need before assigning costs. A house manager, chef, driver, nanny and housekeeper do different work. Consider coverage during days off, travel, guest stays and the owner’s absence. A household can be understaffed despite a large headcount if the required responsibilities are not covered.
A staffing budget should distinguish remuneration from other obligations and benefits that may apply to the chosen employment arrangement. Ask a qualified provider for a written scope, responsibility split and current requirements. Staff accommodation, service access, storage, laundry and kitchen layout should be reviewed during due diligence. These details are less visible in a sales brochure but important to whether the household can run smoothly.

Allow for repairs without pretending to predict them
Routine servicing and a major equipment replacement are not the same expense. Ask for system ages, service records, warranties and a professional condition review. Air conditioning, pumps, waterproofing and other installed systems should be examined for their actual condition rather than judged from the age of the house alone.
Keep a separate capital reserve or works plan for larger replacements and improvements. Its size is a property-specific decision, informed by condition and your intended upgrades. A convenient percentage of the purchase price is not a substitute for knowing what needs attention.
Finally, label uncertainty. A cost sheet can show a confirmed contract amount, an indicative supplier quote and an item still awaiting inspection. That is more useful than a precise-looking total assembled from unrelated estimates. We can help turn the selected home’s records into a budget for your intended use.
What to check
- Condition survey and system service history
- Warranty coverage and expiry
- Planned works separate from recurring bills
- Named owner of each unresolved cost item
Who checks the real running costs before I buy a Dubai mansion?
Your buyer representative should. At Aumra Private Office, we review service charges, utility history and staffing requirements for the specific home before you make an offer, so the annual cost of ownership is part of the decision, not a surprise after it.

Is the housing fee 5% of the purchase price?
No. DEWA’s bill explanation describes 5% of annual rent. Confirm the applicable chargeable assessment and exemptions for the actual property.
