Dubai household staff: work permits, rest hours, leave and the real staffing budget

UAE domestic-worker guidance requires one paid rest day each week, 12 hours of daily rest including eight consecutive hours, and at least 30 days of paid annual leave.

    The short answer

UAE domestic-worker guidance requires one paid rest day each week, 12 hours of daily rest including eight consecutive hours, and at least 30 days of paid annual leave. Wages are due within 10 days of the due date. These are operating constraints for a staffed villa, not optional benefits. MOHRE lists a two-working-day permit service target, not a complete recruitment or residency turnaround.

The numbers that determine household coverage

The UAE government’s domestic-worker guidance states one paid rest day per week and 12 hours of daily rest, including eight consecutive hours. A villa expecting round-the-clock service cannot assume one live-in employee is available continuously. Build cover for rest, leave and travel into the household plan.

The guidance gives at least 30 days of paid annual leave, a round-trip ticket home every two years and wages within 10 days of the due date. It also recognises the worker’s right to keep personal identification documents. These obligations belong in the operating budget and employment administration from the start.

The domestic-worker framework covers 19 occupations. A family-office employee or another specialist role does not automatically belong to that route because the principal has a large home. Confirm the worker’s actual occupation and employment arrangement with an authorised provider. Household preferences cannot override the applicable employment framework.

Work-permit prerequisites and what two working days means

MOHRE’s new domestic-worker permit service lists a minimum worker age of 18, passport validity of at least three months, no existing valid work permit and appropriate insurance. It requires a resident or investor employer with valid residence. These are permit prerequisites, not a guarantee that every applicant or sponsorship model qualifies.

The published service gives a two-working-day completion target. It lists business-centre commission capped at AED 72, with online/app service free apart from federal charges, and fees excluding tax or collection charges. AED 72 is not the total sponsorship bill. Recruitment, entry or status adjustment, residence processing, medical, insurance and other applicable items need a case-specific breakdown.

The page includes a 60-year age condition with an in-country exception for a prior domestic-employment residence cancelled no more than three months after termination. Put that specific case to the provider rather than reducing the wording to a blanket age ban or blanket exception. Do not treat a service-time target as arrival-to-work timing.

Golden Residency is not a waiver of worker rules

ICP says Golden Residents may sponsor domestic workers subject to applicable regulations and procedures. The UAE government’s 2022 announcement described sponsorship without a numerical limit. Neither wording removes work permits, insurance, individual worker requirements or employment rights.

A historic MOHRE announcement in January 2020 referred to AED 25,000 monthly family income and a medical-care exception above AED 15,000. That is dated evidence, not an independently confirmed universal 2026 threshold. We do not put it forward as the current qualification test. Get current employer eligibility for the actual application.

For a villa budget, separate monthly remuneration, recruitment, permit and residence administration, insurance, leave cover, flights, accommodation and food. No official market salary scale for a UHNW chef or house manager was established in the sources, so the guide does not invent one. Use written role-specific proposals and make the home’s staff rooms, kitchen, laundry and service access part of the viewing brief.

    Budget for the complete arrangement

Request a budget that distinguishes remuneration, administration and any applicable benefits or obligations, as confirmed by the appropriate provider. Keep recruitment, recurring employment costs and one-off setup expenses separate.

Set a review and renewal process with named responsibility. If the household is seasonal, discuss how travel and absence affect the arrangement before hiring. We can align the home search with the staffing brief, but specialist employment and immigration advice must come from qualified parties.

Write the household handover before recruitment finishes

A well-run household needs shared instructions as well as individual employment arrangements. Set out who manages the calendar, approves purchases, receives maintenance reports and communicates with the principal. Describe the boundaries of each role in plain language so that important work does not fall between job titles.

Prepare an onboarding plan with the appropriate provider and household manager. Cover access, emergency contacts, privacy expectations, property systems and the process for reporting concerns. Any employment terms or obligations must be confirmed through qualified channels; household preferences should not be mistaken for a substitute for those requirements.

For a seasonal residence, explain what changes when the family is absent and what remains expected. Clarify whether the team maintains readiness, supports another location or follows a separately agreed arrangement. The principal should know who is accountable for the house even when there is no daily family routine.

This preparation also sharpens the property search. If the service plan requires dedicated accommodation, storage, kitchen capacity or discreet circulation, put those needs into the viewing brief. A beautiful home that cannot support the intended household may create persistent practical compromises after purchase.

Keep the household plan with the property handover records so everyone knows which responsibilities have been agreed.

Who checks staff accommodation when I buy a Dubai home?

Your buyer representative should check live-in quarters, access and layout against your household plan before you offer. At Aumra Private Office, that review is part of every shortlist. Sponsorship and employment terms are confirmed with the relevant authorities and your advisers.

    Common questions

Is AED 72 the total domestic-worker sponsorship cost?

No. It is the published business-centre commission cap for the cited MOHRE permit service, not the combined recruitment, residence, insurance and other charges.

Can one live-in employee cover the home 24/7?

Do not budget that way. Published rights include 12 hours of daily rest, one weekly paid rest day and at least 30 days paid annual leave.

    Who handles my enquiry?

Can I enquire on behalf of a principal?

Yes. Tell us who is enquiring and include the practical requirements you want us to consider.

Is this legal, tax or investment advice?

No. This is general guidance. Eligibility and transaction-specific advice need confirmation from qualified professionals.
