The short answer
For a plot under Dubai Development Authority, the published final building-permit fee is AED 1 per sqft of total built-up area, minimum AED 200, plus AED 20 knowledge/innovation. An assumed 20,000 sqft submission is AED 20,020 before deductible earlier fees. This is a permit fee, not a construction rate, and it must not be applied to every Dubai plot.

The permit fee: a real figure with an authority boundary
Dubai Development Authority’s final building-permit service publishes AED 1 per square foot of total built-up area for a normal submission, with a minimum AED 200. Previously paid interim or preliminary permit fees are deducted; mobilization and excavation permit fees are not included in that deduction. Knowledge and innovation add AED 10 each per transaction.
For an assumed 20,000 sqft total BUA submission with no deductible earlier fees, the arithmetic is AED 20,000 + AED 20 = AED 20,020. That figure excludes land, design, engineering, soil testing, contractor work, utility connections, master-developer NOCs, excavation and other permits. It is not AED 1 per sqft to build a mansion.
The service lists four-year permit validity and requires demarcation before site activity. Its renewal formula is AED 0.03 per sqft multiplied by months, capped at AED 6,000 per month. These details apply where DDA is the competent authority. First identify the actual plot’s authority; do not carry its schedule over to a Dubai Municipality or other jurisdiction without confirmation.

The plot acquisition adds its own fee ledger
For an illustrative AED 20 million ordinary DLD plot sale, the published 2% buyer share is AED 400,000 and the seller share is another AED 400,000. If the contract puts both percentage shares on the buyer, the buyer’s percentage outlay is AED 800,000. That does not change the published split.
The completed-sale partner fee above AED 500,000 is AED 4,000 plus VAT, or AED 4,200 at 5% VAT. Applicable map, title and other charges are additional. These are fee examples on an assumed land price, not evidence that a suitable Palm or Emirates Hills plot costs AED 20 million.
A title and a plot area do not establish the house you can build. Obtain the cadastral plan, zoning, permitted use, setbacks, height, coverage, GFA and BUA definitions, services and authority/master-developer requirements. A neighbouring mansion is not proof of identical rights. Confirm the intended design can fit before a binding purchase depends on it.

A construction quote must answer more than cost per sqft
No official universal tariff for bespoke mansion construction was established by the checked sources. A contractor’s rate is a commercial quote tied to drawings, specification and exclusions, not a government rate. Ask the quantity surveyor to separate shell, finishes, mechanical/electrical systems, specialist glazing, kitchens, landscaping, pools, design fees, connections, furnishings and contingency.
Compare tenders on the same measured area and scope. A rate applied to gross built-up area cannot be silently compared with one applied to net interior space. Confirm treatment of basements, double-height areas, terraces, external works and staff/service spaces. Provisional sums and exclusions should appear beside the headline price.
The programme should show design approval, permit, procurement and construction dependencies. Permit validity of four years is not a four-year construction forecast, nor proof of an 18-month completion. Obtain the actual design-team programme, long-lead schedule and variation approval process. We coordinate the plot brief with the qualified team; they remain responsible for technical, cost and approval conclusions.

Build a programme around dependencies
Have the team map design decisions, submissions, procurement and construction dependencies. Identify long-lead items and the owner approvals that could affect progress. A programme should explain what must happen before the next stage, not simply offer a completion date.
Confirm who manages the project, reports changes and approves variations. Keep the property acquisition and development obligations connected but distinct. We can help coordinate the plot search with the build brief; architects, engineers and other qualified professionals must confirm the technical and regulatory conclusions.

Keep design changes connected to cost and approval
Custom homes evolve during design. Establish a process for reviewing a proposed change before it is accepted. The project team should explain its effect on the brief, cost plan, programme and any approval dependencies. An attractive addition can have consequences beyond the room in which it appears.
Ask for a decision log with the owner’s approval, the supporting advice and any unresolved condition. Keep versions of drawings and specifications controlled so that contractors are not pricing or building from different instructions. The principal should see which decisions are final and which remain provisional.
Before construction commitments, have the qualified team reconcile the scope, responsibility split and current cost plan. Identify exclusions and the method for dealing with variations. A proposal that appears cheaper may cover less work or rely on assumptions another proposal has already resolved.
The finished acquisition brief should therefore contain more than a plot and an architect’s image. It should show that the site has been reviewed against the living brief, the constraints are understood and a capable team owns the next stage. Cost and timing conclusions must remain project-specific and supported by that team.

Common questions
Does AED 1 per sqft mean construction costs AED 1 per sqft?
No. It is DDA’s published final building-permit fee for qualifying submissions in its jurisdiction, not a build rate.
Can I apply the DDA fee to every Dubai plot?
No. Confirm the competent authority and plot-specific controls first. Dubai Municipality and other authorities have their own procedures.
