Bringing art into Dubai: permanent import, temporary admission and the six-month carnet limit

Dubai Customs’ exhibition procedure states 5% of CIF value and describes temporary admission.

    The short answer

Dubai Customs’ exhibition procedure states 5% of CIF value and describes temporary admission. Its ATA Carnet FAQ limits admission to six months or carnet validity, whichever is shorter. Neither route means every art collection can enter a private villa tax-free. Permanent display, a qualifying exhibition and used household-effects relocation need separate classification.

Three routes that should not be mixed together

For a permanent collection move, ask the broker to classify each work and confirm the importer and intended use. For a qualifying exhibition, Dubai Customs publishes an exhibition-goods procedure. For a relocation, its personal-effects procedure discusses inspection-based relief for used household goods. These are not interchangeable routes simply because the same artwork could be displayed in each setting.

The exhibition page states 5% of CIF value, meaning cost, insurance and freight. At an illustrative CIF value of AED 2,000,000, a 5% customs amount is AED 100,000. That example explains the published exhibition procedure’s arithmetic; it does not establish the permanent-import tariff for every artwork, antique or private household shipment.

The standard VAT rate is 5% under Federal Tax Authority guidance, but VAT is a separate determination. Ask the tax adviser or customs broker to establish the applicable taxable base and any exceptions for the actual route. Do not add two percentages on an assumed identical base or promise a private collector can recover import VAT.

Temporary admission: keep the re-export deadline with each work

Dubai Customs’ FAQ describes temporary admission with a duty-equivalent deposit refundable on re-export within the allotted deadline, and an appropriate customs business code for the entity. For ATA Carnet admission, it states six months or the carnet’s validity, whichever is shorter, and no deposit under that route. Check eligibility before assuming a private home display qualifies.

The exhibition procedure lists the original invoice, certificate of origin, packing list and the organiser’s authorisation or official participation confirmation with a detailed goods list. Reconcile that list with the actual works, crates and declarations so re-export can be evidenced. A missing exit endorsement can become a financial problem long after the exhibition is over.

Use the shorter of the permitted admission period and document validity as a hard planning constraint. Assign the party responsible for entry endorsement, customs declaration and re-export evidence. If the owner later wants a work to remain permanently, get the route amended correctly rather than treating a temporary-entry document as indefinite permission.

What relocation relief and museum immunity actually mean

Dubai Customs allows inspection-based customs relief for personal-use used household goods under its personal-effects procedure; new or commercial-quantity goods attract the procedure’s 5% treatment. The page does not specifically exempt every valuable art collection. Submit the inventory, identity and residency file and ask for written classification before making that assumption. Customs relief alone is not a VAT ruling.

The Ministry of Culture’s registration of borrowed cultural objects is a specific institutional process. It concerns foreign cultural objects borrowed by federal or local museums or exhibitions for temporary presentation, with an official request, Ministry review and registration or decree, and departure notification. A private villa does not become a qualifying museum loan just because the collection is important.

For antiquities, obtain the relevant origin/export and competent-authority checks. Keep provenance and ownership documents with each work. Transport insurance, conservation conditions, storage, installation and customs treatment remain separate workstreams. No verified official storage-humidity band or universal art-insurance rate was established here, so those must come from the conservator and insurer for the actual collection.

Assess the residence as a display environment

Review light exposure, climate management, security, access and installation requirements before deciding where works will hang. A striking wall in a property photograph does not establish that it is appropriate for a particular piece.

For a new residence, bring the art brief into the technical inspection and design process. Consider a suitable holding arrangement if the house is not ready. We can coordinate property access and the household brief, while the collection’s specialists retain responsibility for conservation, valuation and movement advice.

    05 / The detail

Make the destination ready before the crates arrive

The home’s completion date and the collection’s arrival date should not be treated as the same milestone. Ask the design and conservation teams to confirm when the destination environment is actually ready for the works. Building dust, unfinished installations or incomplete security arrangements can create an avoidable holding problem.

Agree a documented acceptance process for the residence or storage location. The relevant specialists should review the conditions they require, the installation method and access for handling equipment. Record which works can be received and which need a different arrangement. Do not replace that review with a general statement that the house has air conditioning.

If works will move between storage and display, plan those transfers before the initial shipment. Keep condition records, permissions and insurance coordination attached to the individual work. A collection inventory should remain readable as its location changes, not only at the moment it enters the country.

The owner’s office should receive a clear handover identifying where every work is, who has custody and what remains to be completed. This turns a relocation into a manageable collection plan while protecting the separation between property coordination and specialist art advice.

    Common questions

How long can art enter under an ATA Carnet?

Dubai Customs’ FAQ states six months or carnet validity, whichever is shorter, under the eligible temporary-admission route. It is not indefinite private-display permission.

Is an art collection automatically exempt as household effects?

No blanket art exemption is established by the checked personal-effects page. Obtain classification for the works and separately confirm VAT.
